Digital transformation - including artificial intelligence adoption - has become one of the highest priorities for public organisations worldwide. Governments are increasingly digitising their services to better understand and respond to the needs of citizens. Yet research consistently reveals critical digital competency gaps in the public sector, particularly in the Global South.
Failures in digital transformation projects are not only due to a lack of IT infrastructure or appropriate policy frameworks, but often stem from a lack of appropriate digital competencies within government and the difficulty of applying those competencies effectively. With approximately 5.45 billion people - about 67% of the global population - now connected to the internet, alongside roughly 18 billion IoT devices, the stakes for getting this right have never been higher.
This course addresses that gap head-on. Drawing on the Broadband Commission's AI and Digital Transformation Competency Framework, the World Bank's Cybersecurity Economics research, and the GRIDMAP Consumer Protection Toolkit, it equips civil servants with the knowledge, skills, and attitudes needed to successfully lead digital transformation in government.
